In the US, it is. What's not legal is to sew a Hanes label into a different brand. It is also not legal to use someone else's artwork or words without permission of the holder of copyright. See also: http://copyright.gov/

BTW, those unprinted t-shirts (and other basic garments) are called "blanks" and are typically sold cheaper for this purpose than you see them at retail.

The answer to this very general question is wholly dependent on facts and circumstances left forever unstated. There is no way to effectively answer without discerning surrounding facts such as what design, who was the original author or designer of the image, is the t-shirt product limited to personal use or will it be produced for general marketing purposes. But you have to focus some general principals in most t-shirt printing.Copyrighting an original design for your t-shirts is the safest and easiest method.

Big brands are very protective of their image, they will want both "royalties" and full inspection of your design they will then decide to give you permission to buy direct from them the blanks.

However its not illegal to use genuine shirts and print what you like on them, as long as you do NOT trade off the brand. So putting something on a nike shirt and selling it as "nike,......" is a no no, but selling it as "Custom t-shirt branded" is absolutely fine. You would use the actual words "custom branded t-shirts" and be perfectly legal to do so, with no permission needed as it falls under adaptation law. (See a lawyer before you begin to understand what you can, and what you cant get away with.)

Its legal. And If its a blank t-shirt it won't do any harm against the Copyright rules. Manufacturers like Fruit of the Loom and Gildan make t-shirts for people to resell them.

Yes you can buy brand name shirts and do custom printing on them. You can not advertise them under their old brand name once you modify them unless you have the manufacturers permission.
