Forbes Magazine did a special report in 2005 entitled "Best Places for Business and Careers." Using data from the research firm Economy.com, Forbes Magazine looked at business costs (labor, energy, tax and office space expenses) and living costs (housing, transportation, food and other household expenditures) to come up with their list.
Lexington KY is ranked #11, but ranks #2 in terms of Cost of Doing Business. Knoxville TN is #17 among the big metro areas.

3. Austin TX
4. Washington DC - Northern VA
5. Albuquerque NM
6. Huntsville AL
7. Fayetteville AR
8. Norfolk VA
9. Atlanta GA

The Forbes website (link below) also includes ranking by cost of doing business, job growth, educational attainment, population. They also have a ranking for small metro areas.

Middle Tennessee is defintely more business friendly. There are no property taxes and the local government supports business alot more the ky. I lived in tn for 8 years and ive currently lived in ky for 4.

This really depends on the TYPE of business you want. KY is more friendly for agri-business. TN is more friendly for industrialized business.
