For free business services, check out SCORE from the SBA (small business administration). I don't think they will do a free website, but they might know someone who will. As for Grants, elegibility depend on many factors, such as the state you live it, if you are part of a minority class, and the industry you are in. For a inexpensive email service and website that you can easily build yourself, check out www.1and1.com. They are very affordable and allow you to build a site from existing templates.

There are so many businessesoutthere that can help you start up a new business at a little or no cost. Of course, the more you put in it the more you will reap. I was actually in a similar postion but with lots of search, I was able to start what I can call tosay an online business that works.
