. In 2007 several government agencies and representatives of small business were pushing President Bush to fix problems harming small business in the United States. In spite of congressional actions addressing these problems the Bush Administration failed to back, support or fund the needed fixes leaving the problems in place, problems that today still hamper and hurt small business.
Most of these were problems that had been previously addressed and decisions made that were intended to fix existing problems but they were never implemented or funded. Bush left office 2 years later without ever taking any interest in or fixing the problems. One of these was a huge amount of money set aside for small business development that was being channeled into big business operations.
. Shouldn't these be fixed? Shouldn't those that were fixed by Congress and unfunded be funded to get jobs, get small business up and running, and create jobs? Shouldn't the money earmarked for small business development but channeled into big business be taken away from big business programs and returned to small business development?

These problems were revealed and documented by federal investigators When reported to the Bush administration they were largely ignored. Congress did take some action but the Administration declined to fund the new regulations, policies and laws. The money illegally shifted to big corporations was never returned to the small business pocket book. The Bush administration supported big business and ignored small business needs. In spite of attempts to fix these problems today most still exist and Congress has done nothing to fund them.

In 2007 the Government Accountability Office (GAO) found that the Bush administration had selectively chosen not to enforce laws it doesn't like, even though the president had signed them into law. Numerous legal scholars throughout the country debated whether the president or any federal agency had the right to do so. In spite of congressional actions by the then Democratic Congress the small business relief efforts passed by congressional actions were never funded.

A significant problem included ignoring a law passed by congress to ensure women owned small business had an equal opportunity to compete with big business in providing goods and services to the federal government. Bush continued to shift the bill around never signing it. In what was referred to as "bundling contracts" billions of dollars were being channeled into big business; the small business law was intended to allow small business to compete but Bush declined to support the law.. It was also discovered that big business would buy up small business taking with them the tax payers monies given the small business for business development. The Government Accounting Office found that billions of dollars for small business was being used by big business. The administration declined to take any action to correct the situation.
