Ok, so this is the third time in a row that my eBay item has been bought, but the buyer isn't paying for it. The most annoying thing is, is that I have to pay to put it back up again!
Are they paying for it but I just can't see it, or are they just doing it to annoy people.

Report non-payers.
set up buyer requirements before re-listing .Make it a stringent as you can.
You can file non-payment strikes against people. You should also be able to get listing fees back from ebay.
When you next put up a listing check the buyer requirements at the bottom of the first page. You can stop people bidding if, for example, they have no feedback, so many non-payment strikes etc.
If you have been paid the money will be in your Paypal account. Always check this before sending an item out, don't rely on any emails. People can and do send fake emails for payment so always check your account.
Is it a valuable item? Some might be hoping to scam you or it may be that they've simply decided they don't want to pay that much.
Three times is unlucky though. Perhaps check your listing is clear and there's nothing misleading that might make people change their minds when they find out.

There are settings in Ebay that allow you to block potential buyers from bidding on your item based on certain criteria common among scammers and non-payers.
You can block someone based on a low feedback rating, whether they have previously not paid for an item, if they have an e-mail address from a country you don't ship to etc.
It is a common problem and thankfully Ebay has a way to deal with it without having to put non-payment threats within your Ebay listing (which can drive away bids).
Here is the Ebay page (below) with info about how to change your settings for blocking certain bidders:

Not sure why this is happening to you but if you are selling items at a fixed buy it now price you can set it so that they have to pay for the item before the auction will close. I think for a fixed price auction this is the best way to go.

This is common, get on to ebay about it and amend your selling page to say that items MUST be paid for within a certain time otherwise you will will contact ebay.

I have accidentally done this once and I emailed the buyer and eBay immediately so maybe if you email eBay they can investigate this and cancel the stuff and block the people, try your setting you can maybe change this there.
